Good afternoon, I sent this letter to the BEE editor this morning. I think every Citizen should be outraged that the Council allows the Finance director and City Manager to simply disregard the requirement that the CAFR must be published no later than 90 days after the end of the fiscal year. That is Sept 30. One can only wonder why the bureaucrats want to hide the financial truth from all of us. What exactly are they hiding? Thank you, Dave  Dear Editor, Citizens and researchers have roundly criticized the Modesto City government. The facts are simple; our budgets are always wrong, the streets are a shambles, traffic is hideous, infrastructure is allowed to crumble, high rates are charged but no services are rendered, police and firefighters are few and far between. Our fiscal year ended on June 30th, 2007, six months ago. I have repeatedly requested the Annual Financial Report (CAFR) from the Finance Department. I called Wayne Padilla today to find out where, or when, I could pick it up. Once again, I was told that the CAFR was not published, and there was no target date to publish it! I believe that this inability to publish critical financial information is more than incompetence, it is malfeasance. We will very shortly enter the New Year, SEVEN months after the end of the financial year. What does the Finance Director think his job is? Could any Citizen or business executive manage his home or business if his books were not balanced at the end of every month? I believe this “inability to publish” is a nasty evasion designed to hide the continued mismanagement of our finances. By the time the CAFR is published, it will be meaningless.
