		Good afternoon.  The first message is below, and the County CEO's response
above it. this is the plan for the Crows Landing
Discussion and vote tomorrow. Interesting... Dave


Mr. Delphia,

Thank you for your email. It will be good to see a strong turnout for the
Crows Landing agenda items. The Crow's Landing items have been set as
scheduled matters for 10:00 and 10:05 AM. What this means is that they will
be heard as part of the regular Board of Supervisors Agenda but will not be
taken up prior to 10:00 AM. We have scheduled the Gallo Center for the Arts
as a backup to the Board Chambers and will relocate to the Performing Arts
Center if the attendance at the meeting is greater than the capacity of the
Board Chambers and the overflow room.

Should the attendance be such that a relocation is necessary, Staff has
requested that the Chair recess the meeting for 45 minutes to allow
attendees to relocate to the Performing Arts Center, which is located on I
street, one block South of 10th Street Place. For those persons with
disabilities, the Performing Arts Center does meet ADA compliance standards.

If a relocation is not required, the meeting will be broadcast live, will be
rebroadcast on the government channel, and will be posted on the County web
site.

If the meeting is required to relocate, it will not be possible to broadcast
live, as the Performing Arts Center is not equipped for live broadcast. If
the meeting is relocated, staff has made arrangements with the County's
contract audio-video support to tape the meeting for rebroadcast on the
government channel, and to post on the County web site as is currently done
with Board meetings.

As the Board agenda shows, two items are scheduled to be considered on
Tuesday. The first will be considered by the Board of Supervisors sitting
as the Board. The second will be considered by the Board sitting as the
Redevelopment agency. Members of the public wishing to speak to these items
will be asked to speak when the item is considered, which will not be prior
to 10:00 AM. I anticipate that public comment will be taken by the Board
following presentations by County Staff and the Master Developer Candidate.

While members of the public may speak during both the regular Board item and
the Redevelopment item, because the two items are closely linked it is
probable that the Board Chair will request that members of the public
wishing to speak address both matters simultaneously rather than having
similar comments repeated during both items. I appreciate your sensitivity
to the probable need to limit speakers to 3 minutes and your sensitivity to
the need to prepare and submit a request to speak.

Mr. Robinson,

While WS-PACE.org has no way of predicting how many of our supporters will
attend Tuesday's meeting - we have over 1,100 registered members, and many
more who signed our petitions - we feel it could be anywhere from 75 to
several hundred. We also know of people planning to attend who are not a
part of our group.

We recommend that you decide in advance to move to the Gallo Center so that
people, some handicapped, don't have to move themselves down the street at
the last minute. We also don't see how you would be able to have the video
for a live broadcast and other equipment already setup in anticipation of
moving the venue at the last minute.

On another point, it's not clear from the agenda as to when the public will
speak on the two agenda items. We would like to email our members specific
information on this so that there is less confusion. In particular, we are
telling them to keep their comments to less than 3 minutes and that they
have to sign the request to speak. What is the Public Forum for during the
Redevelopment agency portion of the meeting?

If you can define the timing and location of the Supervisors West Park
agenda, I can get it out via email to over 400 people. It would also help
to get it on Carmen's show Monday morning.
